This review is quite out of date now.

Sun went open source on their JavaWorkshop product which is at 3.0, and brought in a product NetBeans to replace it.

IST have a visual development tool well worth a look at:

http://www.visaj.com

which includes a very functional free personal edition.

Note IST supplies the C++ GUI builder which Sun ships with all its compilers.
