Thing which is missing: Netscape (4.6 anyway)
does not react reliably when loading into layers. When doing it as part of an onShow (load called multiple times) sort of sequence, it seems to do okay, but when performing in an onLoad (load called once) situation, it only loads the first URL. Any clues as to why?
