Comments:
This solution keeps the child window on top, but does not allow any activity (such as filling in of form fields) in the parent window because focus is always forced to the popup window.

I need to keep the child window on top, but allow the user to fill out form fields in both the child and parent windows. I want the smaller child window to stay visible the entire time. I have not found a way to do this.
