Q1482 Is it possible using an <a href> command to load a second page (target=_blank) so that the browser does not display the toolbars and buttons as in a pop up window using java script?

No. You need at least:

<a href="javascript:;" onClick="window.open('newPage.html','_blank','status'); return false">Open new page</a>
