In Internet Explorer you can simulate this using floating frames.

With Netscape 3+ and Internet Explorer 4+ you can embed JavaScript *.js source files which can write out HTML.

Take a look at the article Source Files for a description of both.

When Netscape supports HTML 4, we'll be able to use floating frames in both browsers.
