This isn't RAD. RAD is a development "technique". You don't need tools to use RAD.

RAD is different to the typical Waterfall development lifecycle - where one phase of developmemt follows another in sequence.
With RAD there are many smaller iterations through all or some of the development stages, in which each iterations improves on the previous until you have a product that satisfies the requirements.

RAD development includes things such as:

RAD workshops.
Timeboxing.
Clean rooms
MOSCOW - must have, should have, would have.

IDE tools can assist with the "rapid" development of applications - but this is different to RAD.
